Odd Mosaic

After looking around the park for a couple of minutes I decided to walk down to the Jaffa port to look around. On the way back through Mazal Dagim, I came upon this unusual public art piece. What's going on? I really don't know, but it appears to be a soldier and a butcher happily conversing about something. But I just don't know...
